Traefik 2 load balancer upgrade

Starting today, technical and owner users can perform a self-service maintenance upgrade to the "loadbalancer" service running in clusters.
All "loadbalancer" services that have not been upgraded before December 7, 2023 will be upgraded by MedStack on December 7, 2023 at 10 AM ET as indicated in the maintenance notice.
Traefik 2 introduces several benefits, including but not limited to:
- Numerous DDoS vulnerability fixes
- Improved SEO with HTTP upgrades
- Support for TLS 1.3
We recommend upgrading your loadbalancer services as soon as possible.
